A low quote often means a template, stock content, and little support. A high quote often includes strategy, custom design, copywriting, and a team that stays with you. Neither is wrong. They're different products with the same label.
The way to compare fairly is to make every quote spell out the same things: what's designed from scratch, what's written for you, what happens after launch, and who owns the result. Once the scope matches, the prices become comparable.
