Start from outcomes, not features. Decide what the site must achieve (leads, sales, credibility) and let that set the scope. It's easy to overspend on features that look nice and underspend on the few things that actually drive results.
Leave room to improve after launch. The best sites evolve based on real visitor behavior, so holding back some budget for post-launch changes usually beats spending everything on getting version one perfect.
